Is this sort of thing what the Parliamentary Israel Allies Caucus of the Conservative Party was set up to advise them about?

Harper blames opponents for Commons atmosphere

Goofiness from the opposition parties is to blame for throwing normal proceedings at the House of Commons into its current circus-like atmosphere, Prime Minister Stephen Harper said Thursday.

After announcing a new national strategy to promote science and technology that included new investments announced in the federal budget, Harper dismissed criticism that his minority government was deliberately trying to obstruct efforts from opposition parties to advance issues in Parliament.

OTTAWA Outraged opposition MPs called on the government yesterday to make public a secret guide book it distributed to Conservative committee chairmen which counsels them on how to cherrypick witnesses favourable to the Conservative party and disrupt committees that want to study subjects that don’t suit the government.

Liberal Ralph Goodale called on the Conservatives to table a copy of the 200-page book so that members of parliament and Canadians could see for themselves what it says.

“The government makes no effort to respect the fact that Canadians elected a minority Parliament,” Goodale told the House. “It is instructing Conservative chairs of parliamentary committees to obstruct and disrupt those committees for partisan advantage. It condones and rewards abusive behaviour. It even counsels witness-tampering and intimidation.”

The Cons, and Libs for that matter are looking more and more criminal.
